Page 3 hears Senator John Eklund's (R-Munson Twp.) and Representative Nino Vitale's (R-Urbana) proposal to provide FirstEnergy's nuclear plants with a $300 million annual subsidy from ratepayers is dead on arrival. Speaker Rosenberger is said to have misgivings, as he and his caucus just voted overwhelmingly to eliminate energy subsidies for renewable energy. The Governor is said to be totally opposed. Senator Randy Gardner (R-Bowling Green) and Representative Steve Arndt (R-Port Clinton), both of whom represent the Davis Besse nuclear plant, did not even put their names on the companion measures. Though the House is expected to give the bill a courtesy hearing or two....

Page 3 has posted a litany of potential candidates on the GOP side for Congress in the Ohio 16th District being vacated by GOP Gubernatorial Candidate Jim Renacci (R-16) of Wadsworth. Add the name of Cuyahoga County Republican Party Chairman Rob Frost to the list of potential explorers, who is actively talking about making the race. Frost has piloted the second largest county Republican Organization since 2005, and briefly made a run for Congress in what is now the 9th District, before his fellow Republicans made it impossible through redistricting for anyone who is not named Marcy Kaptur to get elected. Frost helped negotiate the deal that elected Canton's Jane Timken as State GOP Chairman, along with Franklin County's Doug Preisse and others. He has a strong relationship with Cleveland's business community for fundraising potential.

Legislative Policy Analyst Beth Lear is running for the 68th Ohio House District currently held by Representative Rick Carfagna (R-Genoa Twp.). The rumor is Carfagna will be seeking the 19th Ohio Senate seat being vacated by Senator Kris Jordan (R-Ostrander) due to term limits.
Tim Derickson's wild career ride
Former State Representative Tim Derickson was appointed Assistant Director of the Ohio Department of Agriculture this week, vacating his position as Director of the State Funeral Directors and Embalmers Board. Page 3 hears that Derickson had been asking around for ANY other Agency to manage. The politics of embalming and burying Ohioans has worn thin on the former legislator and Township Trustee. The Board licenses and disciplines funeral home owners and morticians across the state, as well as administers discipline for violations of state law and rule. Rumor has it that Board Meetings are reminiscent of the Zombie Apocalypse. Derickson was eager to manage an Agency whose Board does not fight and provide conflicting vision for the Agency.
Former Hamilton County Prosecutor Mike Allen to run for Municipal Judge
3rd Rail received a tip that Former Hamilton County Prosecutor and Hamilton County Municipal Court Judge Mike Allen has pulled papers to run for the Municipal Court. He will be running against Kasich appointee Jacqueline Ginocchio. 3rd Rail reported rumors of a possible run for Prosecutor in February.
Dovilla to Replace Betts at Alliance for Adequate School Funding
Education Lobbyist and former State Representative Jim Betts (R-Rocky River) is retiring at the end of June, and will be replaced by former Representative Mike Dovilla (R-Berea) with the Alliance for Adequate School Funding. The Alliance is made up of property tax wealthier school districts that are often times shortchanged by the state’s funding formula due to their ability to raise property taxes locally. Dovilla, the former three term Ohio House Majority Whip, lost the GOP primary in 2016 for the 24th Ohio Senate District, now held by Sen. Matt Dolan (R-Chagrin Falls). Betts still plays a mean game of basketball, as any Columbus Athletic Club Member can attest. In 1978, Betts was a key advisor to State Senate staffer John Kasich in his underdog race for The Ohio Senate. Betts served in the 1970’s and his campaign for the U.S. Senate in 1980 saw a young Jim Petro take his seat in the House of Representatives. Dovilla is a U.S. Navy veteran and still on active Reserve duty with the rank of Lt. Commander.
